memorial/statue halfway underwater?

Ok i’m trying to find a statue/memorial thing that i know very little about. according to a family member, there is a statue of men hanging on to something and the statue is actually halfway or most of the way under water. She thinks it was in san francisco but also thinks it may have been seattle.

There’s no such statue in SF, so it might be best to ask your question in the Seattle section.
